Naperville permits STRs only in the operator's primary residence — non-owner-occupied investor STRs are not eligible for a license. The 2019 ordinance was explicitly written to preserve neighborhood character and limit commercial-style STR operation in this affluent residential suburb. Primary-residence verification is annual (driver's license + utility bill + voter registration). HOA covenants in many Naperville subdivisions further restrict STR use regardless of city license eligibility.
