Front Royal permits STRs through a zoning permit + business license, with non-owner-occupied STRs requiring slightly stricter parking and life-safety standards. The 2021 ordinance does not impose a citywide cap or zoning-class ban but does require Town Planning Commission notification for new STR permits in the Historic Overlay District (the downtown core around Main Street + the C&O Railroad neighborhoods). Warren County (which surrounds Front Royal and contains the bulk of the Shenandoah-area cabin/STR inventory) operates a separate, generally more permissive framework — most "Shenandoah gateway" investor STR inventory operates in Warren County, not Front Royal town.
