Mesquite is the most STR-friendly major Clark County municipality — no cap, no primary-residence requirement, STR is permitted by right in nearly all residential zones (R-1, R-2, R-3) and all resort/commercial zones. The 2021 ordinance imposed business licensing + Clark County Transient Lodging Tax registration + life-safety standards but explicitly preserved investor-owned whole-home STR. Master-planned golf communities (Sun City Mesquite, Mesquite Heights) drive most STR inventory; HOA bylaws stack on top and some HOAs restrict STR by covenant.
