Panama City Beach is one of Florida's most STR-friendly Panhandle markets — STR is permitted by right in most residential and commercial zoning districts. Beachfront condominium towers (the bulk of PCB inventory) operate as STR-by-default. Single-family and townhome zones generally permit STR with a city Business Tax Receipt + Bay County TDT registration + DBPR Vacation Rental Dwelling license. The 2011 Florida state preemption (Statute 509.032(7)) prevents PCB from materially tightening the residential allowance.
