Hartford's 2022 zoning code amendment requires STR Rental License with the Department of Development Services. The ordinance distinguishes between Owner-Occupied (broadly permitted in all residential zones) and Non-Owner-Occupied STRs (limited to specific zones — primarily Mixed-Use, Downtown, and Commercial districts; conditional use only in standard residential). The city's effort to revitalize Downtown and adjacent neighborhoods (Asylum Hill, Frog Hollow) means commercial/mixed-use zones are the most welcoming for investor STR.
